Amendment 2516 to Senate bill 1042 passed the Senate by a 49-42 vote Thursday. The amendment by Senator Lindsey Graham of South Carolina is intended to nullify the U.S. Supreme Court's decision in Rasul v. Bush, 542 U.S. 466 (2004), which held that U.S. District Courts have jurisdiction to hear habeas corpus petitions filed by detainees at Guantánamo Bay to challenge their incarceration.
