Shortage of Lawyers Held to Be Violation of Rights

The Massachusetts Supreme Judicial Court held today that a shortage of attorneys for incarcerated indigent defendants, resulting from chronic state budget limitations, violated their right to counsel under Article XII of the Massachusetts Declaration of Rights.
